A1: That is up to you and your fellow Pod participants to decide. As a general matter, it is safer to start a Crusade army if you faction has already received a 9th edition codex or has had Crusade rules released in a 9th edition supplement. The risk of doing otherwise is that you may need (or at least want) to redo your army to incorporate the changes made by the 9th edition codex. That often results in having to start over and take time off to redo your list or build new models. That is not ideal in the middle of a Crusade. But only a limited number of factions have 9th edition codexes so far, so it may be a risk people may have to take.
Q2: Do I even need to sign up, or can I just agree with a Pod Leader to play a game?
A2: This is fine. The campaign is designed to encourage people to play more than they would by just scheduling pick up games on an ad hoc basis, so it helps if people sign up for pods to add cohesiveness and structure to the games. But the ultimate goal is to play games, and if signing up for stuff isn't your cup of tea, then participate in ways you can. But do clear with the Pod Leader first if the game is to be part of the narrative of the pod.
Q3: As a Pod Leader, or even Participant, can I create custom rules for my pod or games?
A3: Sure, go for it! The campaign is designed to be a palette for participants to create what they want. If you want to do something special, that is great! Be aware the custom Crusade rules that are inconsistent with the general ruleset in the 40k Corebook may make it difficult to bring in Crusade forces from outside the pod. If you are willing to accept this, then there shouldn't be a problem.
Q$: As a Pod Leader, do I have to write up a long narrative at the end of the campaign phase?
A4: No, a brief recap at a very high level is sufficient. If you want to write a narrative story, that is fantastic, and it can be linked into the Pyrriah story so far, but it's not required at all. In reality, the campaign recap will have to be done quickly to move to the next phase, so intricate narratives may slow that process down.
Q6: Do I have to commit to playing at any particular location or a minimum number of games to participate in the campaign?

Q7: Can Necromunda be part of the campaign?
A7: Maybe? If you can work it in, great, but it can be challenging given the very localized nature of the game to work it into a broader campaign narrative.
Q8: I don't see Necrons or Tau [or a particular Space Marine chapter] in the Story So Far, are they allowed in the campaign?
A8: No one is excluded from the campaign. To date, only certain factions have been included in the storyline, but if you want to add to the story with an army not yet represented, that is fine. Need to work in narratively why the new army has appeared and what its goals are, but that is all part of the campaign!
